中国政府奖学金申请办法

中国政府奖学金”系中国教育部根据与有关国家政府、机构、学校以及有关国际组织签订的教育交流协议或达成的谅解对外提供的全额奖学金或部分奖学金。中国教育部委托中国国家留学基金管理委员会(以下简称“留学基金委”)负责中国政府奖学金来华留学生的招生工作及日常事务的管理工作。

按照中国教育部规定,来华留学的中国政府奖学金本科生均为汉语授课。凡无汉语基础的奖学金本科生来华后需先进行1-2年的汉语补习,成绩合格后方可进入专业学习。部分研究生和进修生课程可英语授课,学生来华后直接进入专业学习(详情请查阅《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》)。奖学金期限为录取时确定的学习年限,原则上不予延长。

二、申请途径和申请时间

申请人应在规定时间内向本国留学生派遣部门或中国驻该国大使馆(总领事馆)提出申请,申请时间一般为1月初至4月初,具体申请时间请向有关部门查询。

三、申请人资格

1、申请人须为非中国籍公民,身体健康;

2、申请人的学历和年龄要求:

l来华学习本科专业者,须具有高中毕业学历,成绩优秀,年龄不超过25周岁;

l来华攻读硕士学位者,须具有学士学位,年龄不超过35周岁;

l来华攻读博士学位者,须具有硕士学位,年龄不超过40周岁;

l作为汉语进修生来华学习者,须具有高中毕业学历,来华进修汉语专业,年龄不超过35周岁;

l作为普通进修生来华进修者,须具有大学二年级以上学历,来华进修包括汉语专业在内的各学科专业,年龄不超过45周岁;

l作为高级进修生来华进修者,须具有硕士以上学位或副教授以上职称,年龄不超过50周岁。

四、奖学金内容和标准

(一)全额奖学金

免交注册费、学费、实验费、实习费、基本教材费和校内住宿费;

提供奖学金生活费和一次性安置补助费;

提供门诊医疗服务和中国政府奖学金来华留学生综合医疗保险;

提供一次性城市间交通费。

注:

1、奖学金生要求进行超出学校教学计划的实验或实习,所超出费用由本人自理。

2、基本教材费:是指学校指定的免费提供给奖学金生学习课程所必需的教材;其他书籍资料自理。

3、奖学金生活费由学生所在学校按月发给学生本人,标准为(人民币/月):

l生:               1400

l汉语进修生:              1400

l硕士研究生、普通进修生: 1,700

l博士研究生、高级进修生: 2,000

奖学金生活费自奖学金生入学之日起逐月定期发放。新生当月十五日(含十五日)之前注册的,发给全月奖学金生活费;十五日以后注册的,发给半个月奖学金生活费。毕业生的奖学金生活费发至学校确定的毕业之日以后的半个月。对休学、退学或结业回国者,奖学金生活费自下个月起停发。学校规定的假期内奖学金生活费照发;奖学金生假期内因离校休假而未能按时领取奖学金生活费,返校后可以补发。奖学金生未请假而不按时到校注册、非健康原因离校或者旷课,时间超过一个月者,停发当月的奖学金生活费。

奖学金生因患严重疾病需休学者,应回国休养,回国旅费自理;经学校批准休学者,享受奖学金资格最长可保留一年,但休学期间停发奖学金生活费。奖学金生因其他原因休学者,其享受奖学金的资格不予保留。

4、新生来华后发给一次性安置费:标准为:

l来华学习期限为6个月及6个月以内者:1000元(人民币)

l来华学习期限为1学年及1学年以上者:1500元(人民币)

5、门诊医疗费:是指学生在学校医院或学校指定的医院就医的日常门诊费用。学生就诊后需按学校有关规定自行支付一定比例的费用。

6、中国政府奖学金来华留学生综合保险:是指由中国教育部为在华奖学金生所投付的综合医疗保险。主要用于学生因大病住院或发生人身意外伤害所支付的费用。由奖学金生所在学校持有关费用收据并按照事先规定的保险条款向保险公司理赔。保险公司不受理个人理赔事宜。

7、一次性城市间交通费:是指新生入学时由入境口岸至学校所在城市或汉语补习(预科教育)学校所在城市;在校生从汉语补习(预科教育)学校所在城市至专业院校所在城市;以及毕业生学校所在城市至出境口岸的一次性火车硬座(卧)车票。途中伙食费用及行李超重费用自理。

8、国际旅费:中国教育部向有协议的国家来华留学生提供来华或回国的往返或单程的一次性国际旅费,并委托留学基金委负责购买学生所在国首都与中国北京之间的最直接,最经济航线的国际机票。学生如需绕道来华或回国,需多支付的机票款由学生本人自理,行李超重费亦由学生本人自理。

(二)部分奖学金:为全额奖学金中的一项或几项内容(不含安置费和一次性城市间交通费)。

五、申请材料提供

申请人必须如实填写和提交以下申请材料(均为一式两份):

1、《中国政府奖学金申请表》(由留学基金委统一印制)原件及复印件各一份,用中文或英文填写。

2、经过公证的最高学历证明。如申请人为在校学生或已就业,需另外提交本人就读学校出具的在学证明或就业单位出具的在职证明。中英文以外文本需附经公证的中文或英文的译文。

3、申请学习本科专业者,须提供经过公证的高中会考成绩单;申请其他类别的学生须提供学习成绩单。中英文以外文本需附经公证的中文或英文的译文。

4、来华学习和研究计划(本科生不少于200字,进修生不少于500字,研究生不少于800字),用中文或英文书写。

5、申请攻读硕士、博士学位者和申请作为高级进修生来华学习者,须提交两名教授或副教授的推荐信,用中文或英文书写;在中国境内申请者,须出具拟就读学校的《录取通知书》或邀请函。

6、申请学习音乐专业的学生须提交本人作品的光盘;申请学习美术专业的学生,须提供本人作品光盘(2张素描画,2张色彩画,2张其他作品);

7、年龄不满18周岁的申请人,需提交在华法定监护人的相关法律文件。

8、《外国人体格检查记录》(复印件,原件自行保留):此表格由中国卫生检疫部门统一印制,仅限于来华学习时间超过6个月者,须用英文填写。申请人应严格按照《外国人体格检查记录》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查记录》无效。鉴于检查结果有效期为6个月,请申请人据此确定本人进行体检的时间。

上述申请材料由承办招生事务的中国驻派遣国大使馆(总领事馆)或派遣国驻中国大使馆于2008430日前送达留学基金委。留学基金委不受理个人申请。无论录取与否,申请人材料均不退还。

六、学习院校及专业的选择

申请人可在中国教育部指定的中国普通高等学校范围内选择3所志愿学校和1个志愿专业。请申请人务必严格按照《接受中国政府奖学金来华留学生高等学校名录》(请查阅本指南)和《接受中国政府奖学金来华留学生高等学校名录及专业目录介绍》中列出的学校和专业目录慎重填写学校和专业名称。申请攻读硕士、博士学位者和申请进修来华学习者,请另附纸详述来华学习和研究计划。

七、录取及通知

1、留学基金委对奖学金申请人的申请材料进行审核,并有权对申请人所选择的学校、专业和年限进行适当的调整。经留学基金委审核合格的申请材料将转送有关学校,由学校决定是否录取。申请人条件或申请材料不符合规定和要求的,视为申请无效,不予受理。

2、从境外申请免试来华攻读本科、硕士研究生或博士研究生者,如其本人学历水平未达到中国普通高等学校的要求,由学校决定其录取的学生类别或做有条件录取。如专业学习前需要补习汉语或进行预科学习者,应在汉语补习或预科学习期间通过学校的入学考试或相关的课程考试后方可正式进入专业学习。接受预科教育的本科生在规定期限内未通过考试者,可改读文科专业继续在学习;其他为在规定时间内通过考试者,应作为进修生结业回国。

3留学基金委鼓励申请人提前自行联系学校和导师(学校的选择限定在中国教育部规定的122所大学中),如申请人已获得学校或导师邀请信,请在申请材料中附上,留学基金委将通知学校直接录取。

4、中国普通高等学校录取的申请人,经留学基金委批准后即可获得中国政府奖学金。奖学金获得者名单报中国教育部备案。

5、奖学金获得者来华后原则上不得变更已经其本人签字同意的,《录取通知书》上明确的录取院校、学习专业及学习期限。

6、留学基金委将在731前将《录取名单》、《录取通知书》和《外国留学人员来华签证申请表》(JW201表)寄送承办招生事务的相关部门,由其将上述文件转交学生本人。

APPLICATIONPROCEDURES FOR
CHINESEGOVERNMENT SCHOLARSHIP

ChineseGovernment Scholarship scheme was established by the Ministry of Education ofChina (hereinafter referred to as MOEC) in accordance witheducational exchange agreements or understandings reached between the Chinesegovernment and the governments of other countries, educational organ,institutions and relevant international organizations to provide fullscholarship and partial scholarship to international students and scholars.China Scholarship Council (hereinafter referred to as CSC) administersthe recruitment of international students and the routine management of theChinese Government Scholarship scheme.

According to the regulationof MOEC, all Chinese Government Scholarship bachelor students will be conductedin Chinese. Applicants with no command of Chinese are generally required totake Chinese language courses for 1-2 years before their major studies. If thecourses for doctoral and master degree students could be conducted in English,remedial Chinese study will not be arranged. Duration for scholarship specifiedat the time of admission could NOT be extended in principle.

Application

Theapplicants may apply to Chinese diplomatic missions or the competentauthorities in their home country between January and April every year.Applicants may refer to the relevant authorities for details.

Eligibility

1.Applicants must be non-Chinese nationals in good health.

2.Education background and age limit:

-     Applicantsfor undergraduate studies must have completed senior high school with goodgrade and be under the age of 25.

-     Applicantsfor master degree studies must have bachelor’s degree and be under the age of35.

-     Applicantsfor Doctoral degree studies must have master’s degree and be under the age of40.

-     Chineselanguage students must have finished senior high school and be under the age of35, will pursue the major of Chinese language in China.

-     Generalscholar candidates must have completed at least two years of undergraduatestudies and be under the age of 45, may pursue all majors besides Chineselanguage.

-     Seniorscholar candidates must have master or higher degree or hold academic titles ofassociate professor or higher, and be under the age of 50.

Detailsof the Scholarship

1. Full scholarship:

-    Exemptfrom registration fee, tuition fee, fee for laboratory experiment, fee forinternship, fee for basic learning materials and intramural accommodation;

-    Livingallowance and a one-off settlement subsidy;

-     Feefor outpatient medical service, Comprehensive Medical Insurance and Benefit Plan forInternational Students in China;

-    Feefor a one-off inter-city travel

 

Note:1)  Costs of the laboratory experiment or internship that beyond theuniversity’s arrangements should be afforded by the student himself.

 

2)   Feefor basic learning materials covers the necessary learning materials prescribedby the host institution, and other materials shall be self afforded.

 

3)   Monthlyliving allowance is paid to the students by the host institution at thefollowing rates (CNY yuan per month):

-    Undergraduates:CNY 1400 yuan

-    Chineselanguage students: CNY 1400 yuan

-    Masterdegree students, general scholars: CNY 1,700 yuan

-    Doctoraldegree students, senior scholars: CNY2,000 yuan

Scholarshipstudents shall get their monthly living allowance from the date ofregistration. Those who register before 15th (15th included)of the registration month will get the living allowance of a full month, andthose who register after 15th will get that of a half month.Scholarship of the graduates will be paid half month after their graduationdate. Scholarship of those who suspend or quit their studies will be stoppedfrom the following month. Monthly living allowance will be paid during Chinesenational holidays. Scholarship students who do not get the monthly livingallowance during holidays can get reimbursed on return. Monthly livingallowance of the scholarship students who do not register on time or stay awayfrom university up to one month because of non-health reasons will be stopped.

Scholarshipstudents who have to suspend their education for reason of illness should returnto their home country for further treatment and rest. The international travelexpenses of return and coming back should be shouldered by the studentsthemselves, the scholarship status will be reserved for at most one year, themonthly living allowance will be stopped during the suspension of education andthe scholarship of the students who suspend their education for reasons otherthan illness will be terminated.

 

4)  Aone-off settlement subsidy after registration

-    CNY1000 yuan for new students whose period of studies in China lasts up to six months

-    CNY1500 yuan for new students whose period of studies in China lasts one academic year or more

 

5)  Feefor outpatient medical service refers to the outpatient expense generated inthe institution’s hospital or the hospitals appointed by the institution. Thestudents should afford a certain percentage of expense in accordance with theinstitution’s relevant regulations.

 

6)  ComprehensiveMedical Insurance and Benefit Plan for International Students in Chinais insured by MOEC for the scholarship students in China against diseases andaccidents. The institution is entitled to ask for compensation on the paymentreceipts from the insurance company for the expenses generated fromhospitalizing for serious diseases or from accidental injury according to thestipulated insurance articles.

 

7)  Aone-off inter-city travel ticket (each for coming-in and leaving China)

Scholarshipstudents are supposed to choose the nearest port to their admitting institutionsfor inter-city travel and a hard-seat train ticket (hard-berth train ticket forovernight trip) will be provided to freshmen transferring from the port ofentry to the city where the admitting institution is located and studentsfinishing study in China transferring from the city where the institution islocated to the nearest port for departure. Expenses for food during the tripand excess of baggage should be self-afforded.  

 

8)  Internationaltravel expenses

MOEC will provide theinternational students round-trip or one-way international air ticket based onthe reached agreements, and entrust CSC totake charge of booking the most doable and economical international airticket for the students between Beijing and their capitals. If the studentstake other line come to China or return back to their home country, they shouldafford the extra expenses. Expenses for the excess of baggage should beself-afforded.

2.  Partial scholarship

Oneor some items of the full scholarship (one-off settlement subsidy and one-offinter-city travel allowance not included).

ApplicationMaterials

The applicants must fill in and provide the followingmaterials truly and correctly (in duplicate).

1.     ApplicationForm for Chinese Government Scholarship(printed by CSC), one originaland one photocopy, in Chinese or in English.

2.     Highestdiploma (notarized photocopy). If applicants are university students or alreadyemployed, they should also provide documents of being university students oron-post employees. Documents in languages other than Chinese or English must beattached with translations in Chinese or English.

3.     Applicantsfor undergraduate studies are required to provide notarized copy of senior highschool transcripts. Applicants for other categories of studies also need toprovide relevant notarized transcripts. Transcripts in languages other thanChinese or English must be attached with translations in Chinese or English.

4.     Astudy or research plan in Chinese or in English (no less than 200 words forundergraduates, no less than 400 words for scholars, no less than 500 words forpostgraduates).

5.     Applicantsoverseas for master or doctoral degree studies and senior scholars must submittwo letters of recommendation in Chinese or English by professors or associateprofessors. Applicants who apply in China for master or doctoral degree studiesmust submit the Admission Notice of the targeted university.

6.     Applicantsfor music are requested to submit one cassette recording of the applicants’ ownwork. Applicants for fine arts must submit six color photographs of personalworks (two sketches, two color paintings and two other works).

7.   Applicantsunder the age of 18 should submit the legal documents of their legal guardiansin China.

8.     Photocopyof Foreigner Physical Examination Form (printed by Chinesequarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover allthe items listed in the Foreigner Physical Examination Form.Incomplete records or those without the signature of the attending physician,official stamp of the hospital or a sealed photograph of the applicants areinvalid. The medical examination results will be valid for 6 months. Allapplicants are kindly requested to take this factor into consideration whiledetermining the time to take the medical examination.

 

The above materials should reachCSC by April 30th 2008via either the Chinese diplomaticmissions in the applicant’s home country or the embassy of the applicant’s homecountry in China. CSC does not accept individual applications. Application materials will not be returnedregardless of the result of application.

Selectionof Institutions and Specialty

Applicants may choose 3institutions and 1 specialty as personal preferences from the Chineseinstitutions of higher education designated by MOEC. Please check the Directoryof the Chinese Institutions Admitting International Students under ChineseGovernment Scholarship Programme or the website of CSC (http://www.csc.edu.cn) for details. Applicants arerequired to fill in their preferences of institutions and specialties strictlywithin the ones listed in the Directory. Applicants for master ordoctoral degree studies and senior scholars are required to submit theirdetailed study or research plan with other application materials.

Approvaland Notification

1.     CSCwill reviewall the application materials from the appointed authorities and CSC isauthorized to make necessary adjustments on the applied institutions,specialties and duration of study. The qualified applications will be forwardedto different institutions and the final decision whether to admit theapplicants or not will be made by them. The application will be seen as invalidand will not be processed if the applicants are not qualified or theapplication materials are inconsistent with the recruitment regulations or areincomplete.

2.     Overseasapplicants for degree programs who are academically ineligible to the programcould register as students-on-probation for at most one year. They could beswitched to regular ones if they pass the entrance examination or relevantcourses required after one-year probation. Credits scored on probation will beincluded in the total credits. Students who attend Chinese language trainingcourses before major studies must pass the entrance examination or relevantcourses required during their Chinese study so that to continue their majorstudies. Those who fail the required examinations shall end their study andleave for their home country.

3.     Applicantsare encouraged to contact the institutions (122 institutions specified by MOEClisted in the Directory) and tutors prior to application andplease enclose the relevant admission or recommendation letter if there is.

4.    Scholarshipapplicants accepted by Chinese institutions of higher education will beofficially awarded the Chinese Government Scholarship with endorsement from CSCand submitted to MOEC for the record.

5.     Studentsare not permitted, in principle, to change their specialties, institutions, orthe duration of study specified in the Admission Notice afterregistration.  

6.     CSCwill send the List of Enrolled Students, Admission Noticeand Visa Application Form for Study In China (JW201)to therelevant dispatching authorities by July 31, so as to have these documentsforwarded to the awardees.
